Hoochie Coochie was a sexy belly dance that originated from Philadelphia in 1876 and became very popular during and after the Chicago World Fair in 1893.  It was performed by women of (or presented as having) an Eastern European heritage, often as part of travelling shows.   The word "coochie" comes from the South US term for a woman's vagina.
